I think sexy is hard to define.  It's an attitude more than anything else.  Like a girl with an amazing body in a short skirt, with hold-ups and heels and tight top that shows lots of cleavage may be HOT, but not necessarily sexy.  It all depends on how she carriers herself.  Some women can be sexy in baggy sweats and a rucked t-shirt.
